Terrorism constitutes a criminal act and ought to be addressed through the legal framework established for such offenses; nevertheless, certain countries have adopted alternative approaches in dealing with terrorism. For instance, extremism is widely recognised as a root cause of terrorism. However, certain states have maintained leniency towards extremist organisations while adopting stricter measures against terrorist groups. As a result, the underlying causes of terrorism persist and continue to grow, which may contribute to an escalation in terrorist activities. The definitions of terrorism and Islamist terrorism represent distinct concepts; however, they are closely related. Islamist terrorism may be considered a distinct manifestation of terrorism or may be classified under the broader definition of terrorism.
